Code of Conduct

The Commissioner has signed up to a code of conduct, governed by principles around conduct in public life.

The Deputy Commissioner has also signed up to a code of conduct, governed by principles around conduct in public life.

Complaints or conduct matters

Under regulations issued by the Home Secretary, the number of complaints or conduct matters relating to the Police and Crime Commissioner have to be published annually. Any complaints or conduct matter are considered by the Police and Crime Panel for West Mercia (PCP) or referred to the Independent Office for Police Conduct (IOPC) formerly the Independent Police Complaints Commission (IPCC)).

For the periods 2012 – 16  no complaints or conduct matters were considered by the PCP or referred to the IPCC.

During 2016-17 one complaint against the Commissioner was considered by the PCP and finalised on 14 February 2017.

During 2017-18 eight complaints were recorded concerning the conduct of the PCC.  All eight complaints related to the sale of car registration mark AB1. Four of these were referred to the IOPC and were returned to the PCP as they did not merit investigation by the IOPC. One complaint was withdrawn and the issues raised by the remaining seven complaints were finalised by the PCP on 6 February 2018 and a report and recommendation issued to the PCC.

During 2018-19 four complaints were recorded concerning the conduct of the PCC.   2 of these were referred to the IOPC and both were returned to the PCP as they did not merit investigation by the IOPC. No further action was taken on either of these complaints by the PCP. One of the remaining 2 complaints was withdrawn and the regulations for complaints were disapplied for the fourth complaint as it was repetitious.

During 2019-20 two complaints were recorded by the PCP, both were resolved informally. Five further purported complaints were received, but not recorded as the content did not meet the requirements of the regulations.

During 2020-21 3 complaints were recorded by the PCP concerning the conduct of the PCC. All were resolved informally. Two further purported complaints were received but were not recorded as the content did not meet the requirements of the Regulations.
