Every PCC must have a CEO in post who will support and advise the PCC and assist in the discharge of all their statutory duties.
The CEO occupies a critical position in the OPCC. They have responsibility for ensuring the effective implementation of the PCC’s strategy and effective use of the PCC’s resources, compliance with the full range of statutory duties and responsibilities, and the setting and maintenance of high standards of conduct in accordance with the Nolan principles.

Finance Team
The Finance team ensures that a high standard of financial governance and control are maintained across all aspects of the PCC’s office. The team closely monitor the operational activity of the office, to guarantee financial strategies are being followed and resources are being utilised in a cost-effective yet constructive way.
The role of a Chief Finance Officer is a statutory responsibility.

Communications and Engagement Team
The Communications and Engagement team, alongside the Secretariat team, are responsible for ensuring the work and decision making of the PCC is transparent and accessible to the public, whilst simultaneously ensuring the public can raise their policing priorities and concerns to the PCC.
The methods in which the team do this is through correspondence, engagement, campaigns, social media and local media.

Policy and Commissioning Team
Commissioning
The Commissioning team are responsible for the commissioning and contract management of a range of services to support victims and prevent crime and offending. The team is also responsible for applying for additional funding provided by government organisations such as the Ministry of Justice and Home Office to support local organisations create a safer West Mercia.
Policy
The Policy team provide governance, strategic and performance support to the PCC to ensure West Mercia Police is delivering a level of service communities expect from their police force. They also support the PCC deliver his statutory duty of holding the Chief Constable to account through regular accountability and assurance meetings.
The Policy team are responsible for supporting the PCC deliver his role as Senior Responsible Officer for the two Combatting Drugs Partnerships in West Mercia. Alongside this, the team support the PCC to chair the West Mercia Victims, Local Criminal Justice and Crime Reduction Boards, working closely with partners and stakeholders across West Mercia.

The Estates team maintains and manages all properties across West Mercia, including police stations. The team ensures the buildings are fully compliant, fit-for-purpose and sustainably managed to uphold the PCC’s commitment to reforming West Mercia.
