FREEDOM OF INFORMATION ACT 2000 – INFORMATION REQUEST

Request

Please provide me with the following information.

  1. The qualitative and quantitative research you have undertaken (surveys, focus groups, depth interviews) that have focused on public or victim perceptions of policing and crime in 2020/21 and 2021/22.
  2. What the outputs of any qualitative and quantitative research was in 2020/21 and
    2021/22 and a copy of these.
  3. A breakdown of the budget and total costs for these surveys in 2020/21 and 2021/22,
    if production of this is outsourced or if any part is provided by an external supplier and
    who that supplier is.
  4. Details of any other spend on polling or surveys relating to police and crime.

I would like this information on email.

Please see the below response to your request.

We sought to clarify your request (via email of 10th June 2022), to seek to ensure we could
understand the request, and be able to provide a substantive response based on the
specific information required. No response was received to that email. We have therefore
had to process your FOI purely on the basis of your original request.

Your freedom of information request is refused. It is exempt under S12 of the FOIA (costs).
This is due to the subjective nature of “outputs”, in point 2 of your request. Due to how the
request was framed, it is so broad and would capture so much information that it would
require a manual audit of every piece of OPCC business during the requested timeframe
to determine what information is held that could be judged to fall within the parameters of
the request. This would clearly exceed the cost parameters for FOI requests.

This notification also acts as a refusal notice.

Details of PCC consultations and surveys are hosted on the PCC website:
www.westmercia-pcc.gov.uk. The website has details of all confidence and perceptions
surveys and consultation results in recent years.

The PCC’s confidence and perceptions survey is outsourced to SMSR. All other
consultations and surveys are conducted in-house, making use of Alchemer software.

Complaints

If you think that the Police and Crime Commissioner has failed to supply information in accordance with the publication scheme, then you should write in the first instance, to the:

The PCC will aim to deal with your complaint within 10 working days. If you are dissatisfied with the response you can ask for the matter to be internally reviewed. Internal reviews will be completed promptly and a response given to you within 20 working days of your further request.
