FREEDOM OF INFORMATION ACT 2000 – INFORMATION REQUEST
Request:
I am writing to make a request for information under the Freedom of Information Act 2000 regarding facilities management, estate management and/or commercial building maintenance tenders undertaken by your organisation.
1) Tender Process
Anticipated return to market dates for any relevant tender notices or advertisements and the expected platforms to be used.
Any minimum requirements (financial, professional, or otherwise) that bidders will have to meet.
2) Contract Award Details
The name of the successful contractor(s), along with the total contract value and duration detailing if these are fixed service costs or reactive and project works / combined.
The contract commencement date, duration and potential extensions, if included.
A summary of the services included in the contract.
A record of any significant changes or variations to the scope of works, contract value, or timeframe since contract award.
3) Documentation
Copies of the tender return documents for the current service provider that are not exempt from FOI requests.
Response:
1) We are refusing this part of your request in accordance with Section 21 of the FoI Act – Information accessible to applicant by other means. All required and mandated publication notices will be issued in accordance with the Procurement Act 2023. These notices will be published to the open market via the Bluelight InTend portal, the Central Digital Platform, Contracts Finder and Find a Tender. Minimum requirements are tailored to each individual tender, in-line with the Procurement Act 2023 external regulations and supplemented by our internal regulations and will be provided in the tender documentation.
2) We are refusing this part of your request in accordance with Section 22 of the FoI Act – Information Intended for Future Publication. WMP Contracts & Procurement will be publishing the full West Mercia Police pipeline to the public in due course. The pipeline will include all details regarding contract details, dates, values, etc.
3) We are refusing this part of your request under Section 43 of the FoI Act – Trade Secrets and Prejudice to Commercial Interests. Please note that redacted copies of all successfully awarded contracts will be published, for transparency, as part of the afore mentioned WMP Contracts & Procurement Pipeline.
