The Police and Crime Commissioner for West Mercia is currently reviewing arrangements for the provision of Victim Support Services, with a focus on:

  • ISVA (Independent Sexual Violence Advisor)
  • IDVA (Independent Domestic Violence Advisor)
  • Domestic Abuse Perpetrator Programmes
  • Early Intervention and Prevention Services

A service evaluation and a Needs Assessment are currently open and underway, with a view to developing an outline service specification in readiness to commission these services during 2025 for delivery from an anticipated commencement date of 1st April 2026.

Market Engagement

The Commissioner will be holding an event at 1:30pm on Thursday 22nd May 2025, at West Mercia Police HQ, to which organisations interested in participating in this exercise will be invited to meet with key stakeholders, feed into the outline service specifications, followed by an opportunity for informal discussion and questions. In support of the OPCC in the formulation of its strategy on commissioning the wider Victim Support services.

Expression of Interest

Should your organisation wish to be included in this event you should indicate your interest via the correspondence facility on the In-Tend Bluelight eTendering Tool : Sell2 (in-tend.co.uk) by no later than 15th May 2025.

Please ensure you log in and then go to the ‘Portals’ section of your Sell2 account and select “Register with Organisation” for West Mercia Police.

Further information regarding the event will be circulated in advance to those declaring an interest.

Please Note: if you are NOT registered on the platform, please follow the following instructions to set up an account.

When you have registered via the Sell2 portal, please select the ‘register with organisation’, this auto populates your Sell2blpd supplier details with the West Mercia tenant.  Please then log-out and log-back in using your Sell2 account using the ‘Portal>organisation> to go in-tend portal’, in order to sync your account with West Mercia.

Organisations not able to participate in the market engagement event but who are still interested in bidding for the commissioned services will receive notes on the session with the tender information pack and should still express their interest as per the above route/by date shown.

Please Note: that currently the procurement process to be followed is yet to be defined. An expression of interest will not automatically entitle your involvement in any future procurement exercise. Any procurement conducted as a result of this exercise will be advertised separately and all organisations wanting to participate will still need to respond to the procurement advertisement as and when it is published. The Commissioner reserves the right to withdraw, change or not proceed at any time.
