On Feb 3, Chief Constable Pippa Mills posted on Twitter a picture of a ‘Progress Pride
Flag’ outside West Mercia Police HQ.

Can you please tell me if express consent from the local planning authority was obtained to
fly this flag, in line with government rules?

If so, can you please provide me with the relevant documentation, detailing the application?

Please see the below response to your request.

The Town and Country Planning (Control of Advertisements) Regulations 2007 (as
amended in 2012 and 2021) govern the flying of flags in England. These regulations grant
deemed consent for the flying of the Progress Pride Flag outside West Mercia Police
Headquarters. No application is required as a consequence.
