I have just received my latest Council Tax Bill, with the increase in policing payment, I am also aware that the PCC has agreed to pay Police Federation membership for Special Constables within the force. The Police Federation is an organisation with many millions of pounds in reserves and investments and had been lobbying for Specials to be allowed to join them for several years, it is an easy way for them to increase subscription income.

With this in mind, could I have details of the following.

What is the agreed subscription rate agreed by the PCC and how does this compare to regular officers?

How many officers are anticipated to be covered by this agreement and what is the estimated annual cost to local tax payers?

In relation to local Federation, how much does the PCC and policing budgets contribute to the running and maintenance of Federation premises and local officials? Could I have the figures for the last three years?

Please see the below response to your request.

In response to the first point raised; the PCC has agreed to cover the full cost of subscription, at the same rate as the regular officers.

In response to the second point raised; the estimated annual cost, if all Specials (which is currently at 70), joined is £20,000, but this is a decision for the individuals concerned.

In response to the third point raised; there is no contribution made from PCC budgets to the Federation running and maintenance costs. Federation funding is from individual officer
contribution from their salary.

Should you have any further enquiries concerning this matter, please write to the Information Compliance Unit; Information Compliance Unit, PO Box 55, Worcester, WR3 8SP. Email: [email protected]

Yours sincerely,

FOI Officer
