The West Mercia Joint Audit and Standard Committee was established in April 2020 (previously the Warwickshire & West Mercia Alliance Joint Audit and Standard Committee).

The Home Office Financial Management Code of Practice, issued under the Police Reform and Social Responsibility Act 2011, states that the Police and Crime Commissioner and Chief Constable should establish an independent Audit Committee.

The role of the committee is to advise the Police and Crime Commissioner and the Chief Constable according to good governance principals, adopt appropriate risk management arrangements and to consider issues of standards, ethics and integrity. The committee also considers reports from internal and external audit bodies of both the PCC and the Chief Constable.

Per the ToR there are 5 Independent members of the audit committee. The current members are:

  • Alan Day (ACMA) (Chair)
  • Antony Dipple (ACMA) (Vice-Chair)
  • Pierre de Carteret
  • Lynne Duffy
  • Valerie Reynolds

Per the ToR, the committee meets at least 4 times a year.

Warwickshire & West Mercia Alliance Joint Audit and Standard Committee (June 2013 – March 2019)

Under the strategic Alliance between Warwickshire and West Mercia, there was a Joint Audit and Standards committee set up to consider reports across both force areas. The ToR included consideration of Internal & External Audit Reports, governance, risk management and standards (from August 2018).

Trust, Integrity and Ethics Committee (June 2013 – August 2018)

The setting up of the Trust integrity and Ethic Committee followed the introduction of the Code of Ethics which was developed by the College of Policing. The Code sets out what the high standards of behaviour within policing looks like and includes practical examples for officers and staff to use in their everyday jobs.

The first meeting of the Trust, Integrity and Ethics Committee took place on Monday 22 September 2014 and their final meeting was held on 25th July 2018. Their work is now been incorporated into the Joint Audit and Standards Committee.
